Charity funds need better management

The Chinese press frequently points to the scanty resources for charity
programmes as an embarrassment to this country, given there are still so
many people who have difficulty just obtaining the basic means for
survival.

Some national lawmakers complained to the press, in their annual session
last month, that China's charity is only one-7,320th of the United
States, in terms of the financial contribution collected from each person.

Whether the figure is accurate is not the point, as it was given by a
Buddhist monk who did his own research on the Internet and not from the
National Bureau of Statistics.

Charity is scanty indeed, judging from the charity activities one can see
on the streets in some of the most affluent cities on the Chinese
mainland. In Hong Kong, in contrast, everyone has to prepare some coins
and small notes every Friday morning for the volunteer school kids
collecting charity funds in subway stations and main streets.

As the press has pointed out, the reason for the embarrassment is not
hard to understand China still does not have an appropriate law to
encourage charity.

In response to the complaints from lawmakers and political advisors, Li
Liguo, vice-minister of civil affairs, openly pledged that in two years
China will have a draft charity law. But it should be pointed out that
between now and then, plenty of things can be done other than just
waiting. One thing is to make the existing charity funds grow, and the
other is to make their management system healthier.

It would be simplistic to imagine that once the law is available, charity
will experience a big leap forward. With the law, inevitably more
donations will come from big corporations. But charity finance will not
necessarily be trusted and reputable.

Charity is not just a money matter. Having a charity industry that
betrays the public trust will be an even greater embarrassment to China.

Internationally, it is reported that less than half, sometimes only 20
per cent, of some African aid programmes reach local people.

The more public donations there are, the more vulnerable they will be
more vulnerable to those who, unable to feel any sense of moral
responsibility, treat them just as easy money. Management, especially an
anti-corruption mechanism, is of pivotal importance to charity's healthy
development.

Without decent and transparent management, charity funds, especially
large ones supposedly from government backgrounds, can easily become a
hotbed of embezzlement and cause more problems than they solve.

The press has already reported cases of misappropriating aid funds, for
example by local village chiefs and headmasters for banquets and other
after-hour leisure activities.

It would be a good thing if the national auditing authorities can take
some pre-emptive moves by setting up a standard practice, such as a set
of regulations, for mainland charity organizations ranging from
qualifications of managers to financial practice.

In fact, there are already early signs, in fact, of existing charities
wasting their money in unnecessary ways. Last week, on one of Beijing's
typical cold windy days in early spring, I saw a Chinese-language
reporter whom I had met on several assignments emerge from a national
charity programme press conference carrying a long, silk-covered box.
"Look what a stupid gift they gave out," he said, opening up the box and
showing me a jumbo-size Chinese paper fan, quite elegantly made except
for the timing. "Still don't get enough wind?" he joked.

And the brochure was even more of a waste as the programme must have
printed thousands of copies. With top quality paper and a hard cover of
an ugly, pompous design in metal-effect print, it was in fact just a
small book containing some basic information (but not financial
information) about the programme.

It was a charity organization, one with the background of a government of
a developing nation where poverty is still widespread. Why must it try to
give itself an image similar to a multinational banking organization, or
a rich man's secret club?

Listening to the wisdom of investors

When we cover an emerging stock market as diligent and knowledgeable
reporters, well-versed in the basics of economics, we tend to favor
rational explanations for the daily movements of share prices.

In doing so, we sometimes forget that the stock market does not
necessarily behave rationally. Investor sentiment plays an important role
in determining share prices. This is particularly true in a market like
the one on the Chinese mainland, where individual investors account for a
large share of the daily turnover.

Underlying economic fundamentals, such as the liquidity level, interest
rates, inflation and corporate performance, will no doubt combine to
determine the longer-term trend of the stock market. But day-to-day
fluctuations are often the result of flows of short-term investment
capital, which, in turn, depend heavily on the whims of the investing
public.

There are times when the index is jerked either up or down by specific
incidents. The most recent example was the increase in the stamp duty on
May 30, which sent the Shanghai stock market indicator down a whopping
6.5 percent in one day.

But on most days, it is not so easy to explain why the market performs
the way it does. This makes covering the mainland stock market a lot more
challenging than covering the relatively more mature markets of, say,
Hong Kong or Singapore. It is a lot more fun, too.

To cover the Chinese mainland stock market well, we must broaden our base
of sources to include not only the usual economists, stock analysts and
fund managers, but also financial planners, bank customer relations
managers and habitual traders - people who buy and sell stocks for
themselves. Of course, we need the economists and stock analysts to
provide a solid base for understanding the broad market trends. But no
serious observers of the mainland stock market can afford to ignore the
collective sentiment of the many individual investors.

We read numerous news reports attributing the fall in share prices to
investors' worries about liquidity being sucked up by the proposed
government bond issue. When the share index continued to fall the
following day, fresh explanations were presented. This time, investors
were supposedly concerned about possible further action by the government
to tighten liquidity.

Just as the market made a turnaround, we were told that investors'
confidence had been boosted by either a bullish economic forecast,
projected strong corporate performance or a renewed flood of liquidity
into the stock market. We are not sure if these were the true
explanations of investors' fast changing mood, or merely rationalizations
by reporters and their market sources. Stock brokers can tell us what
their clients are thinking. But the best way to find out is for the
reporter to actually talk to the investors - the pensioners, taxi drivers
and housewives.

The investors in Shanghai we have talked to seem to be more sanguine than
many professional operators in the face of the increased market
volatility. Few of them are thinking about withdrawing from the market.
They do get jittery from time to time for reasons that may seem
irrational to a trained economist or professional analyst. But most
investors we talked to were confident that the market would continue to
go up.

Some investors, especially those who entered the market at a late stage,
have lost money. But margin trading, or buying shares with borrowed
funds, is rare. For that reason, the occasional plunge in share prices in
recent weeks has not created strong sell pressure. That explains why the
stock market has typically recovered almost immediately after a sharp
fall.

Unique Li River scenery, Guilin

Day 01: Arrival in Hongkong
Our guide will pick you up at Hongkong airport and transfer to the hotel.
The rest of the day is on your own to explore the city.

Accommodation: Regal Kowloon Hotel

Day 02: Hongkong
In the morning have a half-day Hongkong Island Tour. Peak tram ride to
mid-level of Central District then to the Victoria Peak, visit the
Repulse Bay, Aberdeen, Stanley Market. After lunch transfer to Pier for
taking Star Ferry to Kowloon side, walk along the waterfront promenade
back to Hotel. The afternoon is free. (B+L)

Day 03: Hongkong - Guilin
Full day is free. Take an afternoon flight to Guilin and transfer to the
hotel. (B)

Day 04: Guilin - Yangshuo - Guilin
Enduring memories are created today as you cruise down the Li River to
Yangshuo. Upon arrival in Yangshuo, a short bicycle trip to the
countryside will then be arranged. You will visit a local villager's home
to experience the farmer's lifestyle there. Alternatively, you can take
our electric car instead of taking bicycles. Transfer back to Guilin.
(Tips: Since the lunch on the Li River cruise can not meet your
expectation, TCG suggests that you have enough breakfast at the hotel

Shaolin Temple, Luoyang

Day 05: Guilin - Shanghai
Visit the Reed Flute Cave, the Seven Star Park and the Elephant Trunk
Hill. Take an afternoon flight to Shanghai and transfer to the hotel. The
special flavor dinner is served at Central Hotel, whose restaurant Wang
Bao He has a history of around 260 years and is the best place to serve
Shanghai Cuisine. The memorable dinner will be followed by the Portman
Acrobatic Show at the Shanghai Centre Theatre. (B+L+D)

Day 06: Shanghai - Suzhou
Visit the Shanghai Museum, the Yuyuan Garden, the Bund and a local
family. Take a soft seat train to Suzhou and transfer to the hotel. (B+L)

Day 07: Suzhou - Luoyang
Visit the Tiger Hill, the Garden of the Master of the Nets and the Humble
Administrator's Garden. Take an overnight sleeper train to Luoyang. (B+L)

Day 08: Luoyang - Shaolin Temple - Luoyang
Pick you up at Luoyang Railway Station. Visit the Chariot and Horse Pits,
the Shaolin Temple and the White Horse Temple. Transfer to the hotel.

Visit the Longmen Caves. Take a soft seat train to Xian and transfer to

food at the site, you will take highway back to downtown to have lunch at

Banquet, you will be entertained with the marvelous Tang Dynasty Music

China successfully saved Shennongjia

Chinanews, Wuhan, July 24 - There is a "must-go" place in China called
"Shennongjia", as it is one of the most important gene libraries in the
world.
Shennongjia is located in Hubei Province. In the 1970s and 1980s, China
had decided to develop the rich timber resource here. In mere ten years,
the forest coverage rate in Shennongjia had greatly dropped by 11.6%,
causing great ecological crises like flood, landslide, etc. In 1980, Wu
Kong, a Chinese-Canadian, wrote a letter to Deng Xiaoping, then vice
premier of China, suggesting that China should make Shennongjia a nature
reserve through and through. At that time, some pessimistic prediction
even went to the effect that Shennongjia would be dead in no more than 5
years.
However, Shennongjia has come out safe and sound. "It will be even
better," said Wang Haitao, the Secretary of the Party Committee of the
local forestry administration.
China made Shennongjia a nature reserve in 1986, since then, its
protection was well on the way. In 1990, UNESCO put Shennongjia in its
Man and the Biosphere Project. In 1992, the Global Environmental Facility
of the World Bank selected Shennongjia as one of its permanent
bio-diversity models in Asia.
Last April, when botanists from all around the world visited Shennongjia,
many of them were impressed by its well-preserved bio-diversity, complete
ecological system, and well-protected primeval forests.

hit Jinan, capital of east China's Shandong Province on Wednesday.

July 19 - Twenty-two people were killed, six missing and 142 injured as
rainstorms hit Jinan, capital of east China's Shandong Province on
Wednesday, Xinhua News Agency reports quoting local government sources on
Thursday.
The city and its vicinity received a record of 180 mm of rainfall within
three hours from 5:00 p.m. to 8:00 p.m. Wednesday, the city's
meteorological bureau said.
The rainstorm also cut off traffic, electricity and water supply for
three hours, the government said.
There is no report on economic loss, number of affected residents and
collapsed houses amid the rainfall.

July 14 - Starbucks has closed a coffeehouse in China's former imperial
palace, according to related sources, ending a presence that sparked
protests by Chinese people who said it damaged a key historical site.
The controversy over Starbucks at Beijing's 587-year-old Forbidden City
has highlighted Chinese sensitivity about cultural symbols and unease
over an influx of foreign pop culture, agencies report.
Starbucks closed the 200-square-foot outlet Friday after Forbidden City
managers decided they wanted all shops on its grounds to operate under
the palace's brand name, said Eden Woon, Starbucks' vice president for
Greater China.

Penguins get icehouse in Wuhan

The photos taken on July 5 show some black-footed penguins have moved
into a newly established special icehouse to enjoy their cool summer at
the Sea World of the East Lake in Wuhan, central China's Hubei Province.
The average temperature in Wuhan has reached 36 degree centigrade these
days. In order to provide a cool place for the lovely penguins during the
hot months, the Sea World of Wuhan's East Lake finally decided to build a
special icehouse haven for them.

World Day of IPR marked

Apr. 27 - Following a week-long nationwide publicity campaign on
Intellectual Property Rights protection, 200 government officials,
researchers, and businessmen have attended a forum on IPR protection in
Beijing.
Furthermore, the city hosted various activities to mark the World
Intellectual Property Day.
Head of the State Intellectual Property Bureau, Wang Jinchuan, was one of
the many participants in Beijing's activities.
He says the activities are conducive to a better social environment for
Intellectual Property Rights protection in China.
Furthermore, vice head of the State Intellectual Property Bureau, Zhang
Qin, says that protecting intellectual property rights is in line with
China's economic interests.
It helps attract advanced foreign technologies and develop China's own
technologies.

Tattoos making a mark in China

June 17 - More and more Chinese are beginning to have or accept tattoos,
according to some tattoo fans said during the Tattoo Show Convention
China 2007 in Beijing.
A photographer said that policemen in certain areas of east China's
Jiangsu Province would question young men with tattoos years ago since
they were usually regarded as punks looking for trouble.
But now the practice of pricking indelible marks on the skin is becoming
popular in China as the convention is crowded with men and women with
different kinds of tattoos. The organizers hope this event can provide a
platform for a healthy and professional development of tattoos in China
and also offer the room for tattoo fans to exchange ideas.
A 27 year-old man surnamed Wang openly showed off his torso with his arms
and back covered in tattoos. He wore army pants, wore a gold necklace and
had a ring that pierced his lip. He said he was only 17 when he had his
first tattoo, a black swirl of thorns on his left shoulder. Wang talked
with his friends who also had tattoos, and he was friendly to those who
touched his tattoos or asked for taking photos.
Wang also admitted his parents were against him having a tattoo at first
but gradually they accepted his choice. Now, Wang's arms, chest, and back
are tattooed with different designs. A design of dragon on his left arm
was finished after 30 hours and the tattoo cost 8,000 yuan (more than
US$1,000), said Wang.
A girl Tian Tian, 19, had her back tattooed with two evil-looking bald
heads and she explained that she just liked the design. Tian Tian also
acknowledged her parents didn't like the tattoo.
"It's my own business, and I have my own rights," said the teenager, who
just quit her job in Qingdao, East China's Shandong Province,
Many tattoo artists from other provinces were on hand to give fans
tattoos at the convention.
One surnamed Lee said he has worked in this field for three years in
Shenyang, Northeast China's Liaoning Province. "It's a profitable job,
and I earn about 10,000 yuan one month," claimed Lee. He developed his
business mainly through friends and word of mouth.
However, Dong Dong, chief tattoo artist for Beijing-based Mummy Tattoo
Studio, said that he couldn't earn that much, but he could earn enough to
buy the materials for tattoos. Dong Dong has worked in the industry for
eight years and he continues his major career of painting now.
He said: "In previous years, many people had tattoos just to show off and
think they are cool. But now more people decide their own design and have
tattoos because they are really interested in them." Dong Dong said that
a good tattoo artist should have a good understanding and use of color
transition, style and design.

More than 200 rescued from brick kiln slavery

June 15 - Rescue teams comprising a staggering 35,000 police officers in
Henan Province have freed 217 people, including 29 children, from slavery
in illegal brick kilns - but more are believed to be held captive,
provincial police said on Thursday.
The laborers were abducted by human traffickers and taken to the kilns,
where they were beaten, starved and forced to work long hours without
payment, according to the police.
Up to 120 suspects have been detained.
Reacting to media reports in the past week on the plight of the
trafficked children, many of them from Henan, held captive in the
province and neighboring Shanxi, Henan police started inspecting brick
kilns in the province on Saturday.
Until Tuesday, police checked 7,500 kilns, and the campaign continues.
Qin Yuhai, vice-governor and police chief of Henan, said: "We must do
everything we can to fight human trafficking and rescue those held
captive."
The provincial police bureau told China Daily yesterday it had asked its
counterparts in Shanxi to help with the rescue; and reported the case to
the Ministry of Public Security.
Spokesman Wu Heping said the ministry has asked for more information from
the provincial bureaus in Henan and Shanxi on the alleged slave labor.
Wang Zhaoguo, a member of the Political Bureau of the Communist Party of
China (CPC) Central Committee, and also the president of the All-China
Federation of Trade Unions, had ordered the investigation.
The Shanxi Evening News reported that Zhang Mingqi, a member of the
federation's secretariat, expressed "great shock" over the "horrific"
case when he visited a kiln in Hongtong of Shanxi on Wednesday.
Police freed 31 workers from the kiln late last month, with the youngest
aged 14. One worker was earlier beaten to death, the report said.
The Ministry of Public Security has issued a warrant for the arrest of a
kiln overseer, Heng Tinghan, who is at large.
The slave labor issue first surfaced last Thursday when 400 fathers in
Henan - who believed their children had been sold to work in illegal
brick kilns in Shanxi - sought help online.
The fathers said in a petition that they had "spent all their money and
risked their lives to go deep into the mountains looking for their
children, the youngest only eight". They managed to rescue about 40 but
said there were at least 1,000 child laborers still in Shanxi.
They said some children had been isolated from the outside world for
seven years, and some were beaten and maimed when they tried to escape.
The backs of some were burnt by supervisors with burning red bricks.
The International Labour Organization Office for China and Mongolia
yesterday said it would keep a close eye on developments in the case, and
called for stronger child protection.
China's Criminal Law stipulates that anyone who illegally detains another
person and causes severe body injury shall receive a minimum sentence of
three years. Capital punishment can be meted out if death is involved.

G8 summit concludes with aid pledge to Africa

HEILIGENDAMM, June 9 - Leaders from the Group of Eight (G8) leading
industrialized powers concluded their annual summit here on Friday with a
pledge to deliver aid promises to Africa and concerns over regional
security.
German Chancellor Angela Merkel said on Friday that aid promises made by
the G8 nations to Africa will be delivered.
"We are aware of our responsibilities and our obligations will be
fulfilled," Merkel said during a meeting with African leaders at an
outreach session of the G8 summit in the northern German Baltic resort.
The G8 leaders agreed on an aid package of 60 billion U.S. dollars to
fight AIDS, malaria, tuberculosis and other killer diseases in Africa.
About 30 billion dollars from the aid package have been pledged by the
United States, and Germany has also announced an offer of 4billion euros
(5.5 billion dollars) to fight diseases in Africa.
International activists, however, said they were disappointed by the
inaction of the developed countries.
Meanwhile, the G8 leaders urged Iran to suspend all enrichment-related
and reprocessing activities, and to fully cooperate with the
International Atomic Energy Agency (IAEA).
In a statement issued here at the conclusion of the three-day summit, the
G8 said it is still committed to resolving the Iranian nuclear issue by
diplomatic means.
The G8 Leaders also voiced their support for the six-party talks through
which the international community is making efforts to solve the nuclear
issue on the Korea Peninsula
The leaders urged the Sudanese government to accept an international
peace mission designed to solve the humanitarian crisis in the Darfur
region. They underlined that "there is no military solution" to the
conflict in Darfur.
The leaders also called for a prompt conclusion of the deadlocked Doha
Round trade talks.
We "call on all WTO members to demonstrate constructive flexibility to
bring these negotiations to a prompt successful conclusion," the G8
leaders said in a statement.
On Thursday, the G8 leaders sealed a compromise on climate change which
Merkel described as a "real turning point."
Merkel told reporters that the leaders have agreed to "substantially" cut
greenhouse gases in the fight against climate change, which is a "great
success."
Still, environmental organization Green peace said it was disappointed by
the G8 agreement.
"This is too little," said Green peace, noting that the G8 leaders have
finally failed to agree on binding targets.
Germany, which holds the rotating G8 presidency, has called for actions
to limit the rise in global temperatures to two degrees Celsius this
century, which experts say requires a global reduction in emissions of 50
percent below 1990 levels by 2050.
However, the United States, the world's biggest greenhouse gas producer,
had voiced "fundamental opposition" to mandatory targets, making climate
change one of the most controversial issues during the upcoming G8 summit.
Chinese President Hu Jintao on Friday highlighted the principle of
"common but differentiated responsibilities" in tackling climate change.
"We should adhere to the principle of common but differentiated
responsibilities established in the UN Framework Convention on Climate
Change," he told the outreach session between the G8 nations and five
major developing countries.
This principle, which recognizes differences among countries in the level
of economic development, historical responsibility and current per capita
emissions, forms the basis for maintaining and promoting future
international cooperation, said Hu.
"Climate change is an environmental issue, but it is, in essence, a
development issue," he said, adding that it occurred in the course of
development and should be resolved in the context of sustainable
development.
On another contentious issue concerning the U.S. plan of a missile
defense system in Central Europe, Russian President Vladimir Putin made a
surprise offer to his U.S. counterpart George W. Bush.
Putin told Bush that Moscow would not oppose a U.S. plan of a radar-based
missile defense system in Europe if it was deployed in Azerbaijan instead
of Central Europe.
According to U.S. National Security Adviser Steve Hadley, defense experts
from the two sides will discuss the possibility of Putin's initiative.
Putin said he was satisfied with talks with Bush and explained that an
Azerbaijan-based U.S. missile defense shield would alleviate Russia's
concerns about it, which would cover all of Europe rather part of it.
Reports said that the two leaders also agreed to a strategic dialogue
involving military and diplomacy.
The meeting between the two on the sidelines of the Group of Eight (G8)
summit was aimed to reduce high tension between the two sides over the
U.S. plan of deploying the missile defense shield in the Czech Republic
and Poland.
Meanwhile, G8 leaders called for more efforts to adjust global imbalances
in the world economy, although they appeared upbeat about the world
economy.
They also pledged to intensify anti-corruption efforts, both at the
national and international levels, terming the fight against corruption
as "one of the most important tasks of the G8."
